136 Wallabout Street is an eight-story elevator condominium with sixteen residences, developed during the early-2000s expansion of ownership housing in southern Williamsburg. Robert Scarano’s new-building application, filed in October 2002, specified the same eight-story, sixteen-dwelling scale. PLUTO gives 2003 as the construction year; the new-building job received its sign-off in February 2006.
The condominium’s original 421-a benefit has fully expired. The fifteen-year program began in 2008 and was last active on the 2023 roll. Its current carrying costs consequently belong to a different tax period from the building’s initial sales and early resales.
Architecture and unit composition
The residences occupy a narrow mid-rise building on Wallabout Street. An elevator serves the eight floors, distributing a relatively small association across a tall envelope. The recurring apartment areas in the middle of the building are approximately 1,110 and 1,130 square feet.
Upper-floor homes include configurations closer to 1,000–1,035 square feet. That difference matters when matching apartments within the building: a higher position does not necessarily bring a larger interior. Recorded transfers include both the recurring middle-floor plans and the smaller upper layouts.
The overall form is substantially taller than a four-story walk-up while retaining a small residential inventory. Shared vertical circulation and the exterior are therefore maintained by sixteen separately owned condominium apartments.
Building operations
Each of the sixteen residential lots has a separate owner on the current DOF roll; the largest ownership position is one apartment. The property is classified as an elevator condominium, with all residences assessed in Tax Class 2.
The lot is outside a designated historic district. Its existing floor-area ratio exceeds the current R7-1 residential allowance. The building’s established eight-story structure dates to its original development, before the tax benefit began.
