As seen inThe Wall Street Journal★ 92 reviews on Google

655 Baltic Street is a four-story building of four condominium homes on a 20-by-100-foot lot between Fourth and Fifth Avenues. The four published asks total $7,495,000, exactly the plan's current offering price, for about 4,136 square feet, a blended $1,812 per square foot. That runs from about $1,590 a square foot for the garden duplex to about $2,140 for the penthouse.

The plan's price went up before sales opened. The sponsor filed at $6,100,000 in October 2025, and the current figure is $1,395,000 higher, an increase of about 23%. The amendments that moved it were not reviewed for this page. The land came first: the sponsor entity bought the lot, then vacant, for $1,650,000 by a deed dated December 6, 2024 (ACRIS).

Architecture and residences

The Department of Buildings new-building filing, first filed in December 2024, describes a four-story, four-family building with a cellar, 53 feet tall, with about 5,450 square feet of construction floor area. Foundation and structural permits issued in 2025, the structural work was signed off in June 2026, and the plumbing and sprinkler work in October 2026. PLUTO dates the building to 2025.

The sponsor's marketing credits the design to SpearHead, which describes itself as a design-through-architecture firm. The facade is beige brick with floor-to-ceiling windows in dark metal frames. The garden residence is a duplex of the first floor and the lower level, and each of the three floors above holds one full-floor home. The listings describe Caesarstone quartz kitchens with lacquered cabinetry and Bertazzoni and Fisher & Paykel appliances, terrazzo-tiled primary baths with white oak vanities, engineered white oak floors, and stacked in-unit washers and dryers. The front yard has metal railings, planters and enclosed sanitation and compost storage. The building is a walk-up per listing records; no elevator has been published.

Offering and pricing

Per the offering plan filed with the New York State Attorney General (plan CD250331), the plan was submitted October 17, 2025 and accepted May 11, 2026, with Residence on Baltic, LLC as sponsor. It covers four residential units and no other units. The total offering price was $6,100,000 on submission and is $7,495,000 now. The Attorney General's plan detail page returned an empty response when we checked in October 2026, so the amendments, any effective date and the unit-sold count come from a database extract, not from the amendment record itself. That extract shows no effective date and no units sold. A plan has to be declared effective before sponsor closings can begin.

Asking prices in listing records, seen between June and October 2026:

  • Garden — one-bedroom, two-bath duplex with a lower-level den and a rear yard, 1,351 sq ft, $2,150,000 ($1,591/sq ft); common charges $653 a month, estimated taxes $1,762 a month
  • Residence 2 — two-bedroom, two-bath full floor, 923 sq ft, $1,500,000 ($1,625/sq ft); common charges $304 a month, estimated taxes $821 a month
  • Residence 3 — two-bedroom, two-bath full floor, 931 sq ft, $1,850,000 ($1,987/sq ft), listed August 2026; common charges $324 a month
  • Penthouse — two-bedroom, two-bath full floor with a balcony and a private roof terrace with an outdoor kitchen, 931 sq ft, $1,995,000 ($2,143/sq ft), contract signed per listing records; common charges $457 a month, estimated taxes $1,232 a month

The four asks total $7,495,000, matching the plan. Residence 3 and the penthouse carry the same interior area, so the penthouse premium is the roof terrace. The Residence 3 listing text also describes a balcony and a roof terrace, in wording copied from the penthouse listing; confirm in Schedule A which outdoor space each unit owns. These are asks, not contract or closing prices. City tax records still show the lot as a single parcel, and we found no recorded sponsor closings as of October 2026.

What to know if you’re buying

Check the effective date. Ask sponsor counsel whether the plan has been declared effective and get every amendment. The price increase since filing came through amendments we did not review.

Deposit and contract. New-development contracts typically require a deposit of 10% at signing, held in escrow. The plan states this building's terms.

Closing costs. In sponsor sales the buyer customarily pays the New York State transfer tax (0.4%) and the New York City real property transfer tax (1.425% above $500,000), plus the state mansion tax of 1% from $1 million to $2 million and 1.25% from $2 million to $3 million. On the $1.5 million residence that is about $27,400 in transfer taxes before any gross-up and $15,000 in mansion tax. Use the calculators below to run your price.

A four-unit condominium. With four owners, each vote and each repair carries more weight. The low common charges reflect a walk-up with no staff. Ask how the budget covers the roof, the facade and the front yard.

Certificate of occupancy. A sponsor can close on a temporary certificate of occupancy. Ask what is still open on the new-building job and what the sponsor holds back until a final one issues.

Carrying costs. Listing records show estimated taxes of $821 a month on Residence 2. No tax abatement has been disclosed. Confirm the first-year tax projection in the plan.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
