About the building
119 Congress Street is an Italianate townhouse designed by Thomas Wheeler and built in 1852–55. Its recent conversion added residential space at the rear and roof while preserving the historic street presence. The major alteration reached DOB sign-off in March 2022, following the first condominium closings in 2021.
The building is about 25 feet wide, giving its interiors a broader span than many row houses. The enlargement introduced outdoor space on several levels, including terraces above the original house. Contemporary windows and mechanical systems accompany the conversion. The street façade remains part of the protected Cobble Hill streetscape.

Sales sourced from NYC Department of Finance recorded transfers (BBL 3-00295-7504) and verified listing data. Apartment-level facts (line, condition, asking-price context) curated and cross-verified by The Roebling Team research desk. Not all transactions cross-verify with ACRIS records — sponsor and LLC purchases sometimes record at stipulated values rather than market price; square footage on co-ops is not officially recorded, figures shown are approximate.
At the recent median sale of $2.9M (3 sales since 2024), a buyer putting 25% down would pay about $117,159 to close, or 4.0% of the price.

What to know if you’re buying
The enlarged roof and rear exterior belong to a building with only three residential owners. Private terrace use and responsibility for the surrounding structure can be allocated differently, making those boundaries consequential for common expenses. Exterior changes also sit within LPC jurisdiction. A lender must accept the project's unusually small ownership group.

The full playbook — what goes in the package, how boards read your financials, the interview, and the timeline — plus sample cover, reference, and personal letters you can adapt.
How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
