The Rural Valley

Rural Jackson Hole is often reduced to acreage, privacy and views. Those are the visible outputs of a deeper system: parcel history, legal access, water and wastewater, conservation, reserved homesites, wildlife review, hazards and the operating burden of land.

Acreage is not the economic unit

A rural holding may consist of several tax parcels, several legal tracts, reserved building areas, fee-owned conservation parcels and land subject to one or more easements. The assessor roll observes those pieces for taxation; the market may transfer them together. Treating each parcel as a separate sale or allocating price by acreage can distort both the property history and the index.

The first rural task is therefore assembly: establish every parcel and interest conveyed, how they function together, which improvements belong to which account and whether any tract can be separately used or transferred.

Open land can be highly governed

The county GIS audit contains 378 conservation-easement features across six named holders. That count is a screening inventory, not 378 interchangeable legal burdens. Some features may represent fee ownership, amendments, density arrangements or related pieces of a larger protected holding. The recorded instrument controls.

Wildlife and scenic resources add a public layer. Teton County's tiered Natural Resources Overlay became applicable in 2025, and current development review can require a Natural Resource Assessment. A rural parcel's buildable position must be read through the current tier, buffers, approved development area and site evidence rather than inferred from the absence of buildings.

Access and services are value infrastructure

A long private drive can be a benefit and an obligation. The file should establish legal access, road maintenance, snow operations, emergency access, gates, bridges and any shared cost regime. Water rights, domestic supply, irrigation, wastewater and utility routes require the same specificity.

Flood, slope and wildfire screening are not reasons to generalize against rural land; they are reasons to price the correct improvement and operating plan. The County's current flood process uses pending as well as effective products in flood-prone areas, while the adopted WUI framework reaches private parcels across Town and County.

A smaller set of better-defined markets

This launch page does not turn every rural road or subdivision into public content. North-of-Town, East Bank, Spring Gulch, South Highway 89, Fall Creek and other candidate geographies require exact edges and parcel tests. Hoback, Buffalo Valley and the canyons require a separate market decision.

The rural library will grow by proving distinctions, not by accumulating names.
