Hazards, Conservation and Buildability in Jackson Hole
Buildability is not a yes-or-no field in Jackson Hole. It is the intersection of a legal parcel, an approved development position, current public rules, physical conditions and private instruments. A clear GIS map can screen that intersection; it cannot decide it.

Map layers are a screening stack
The County's public package separates zoning, comprehensive-plan districts, natural-resource tiers, scenic and lodging overlays, the Town limit and other features. That is the correct conceptual model: several dated observations attached to one property, not one composite score.
For each intersection, record the source, effective date, geometry method and jurisdiction. Then retrieve the controlling regulation and property file. A parcel touching a layer can require manual geometry and agency review; a parcel outside a generalized polygon can still contain site conditions that matter.
Natural resources shape the development process
Teton County's three-tier Natural Resources Overlay became applicable May 1, 2025. County guidance describes Natural Resource Assessment requirements before physical development or new use, with different protection levels and site analysis. The tier is the beginning of the inquiry, not a guarantee or prohibition by itself.
Waterbodies, wetlands, habitat, migration and scenic resources can influence disturbance areas, buffers, fencing, lighting and the evidence required from qualified professionals. Prior approvals and designated development areas may be as important as the base map.
Flood and wildfire need current products
Teton County is updating FEMA flood products and directs pending products to be applied in lieu of effective products for development proposals in flood-prone areas. The County also cautions that flood boundaries may not align with aerial basemaps. A property brief should therefore identify both products and obtain a property-specific determination where the result matters.
The adopted Wildland Urban Interface framework reaches private parcels across the Town and County. Construction standards, defensible space, access, vegetation, insurance and ongoing mitigation belong in the same ownership analysis; a structure's distance from a forest edge is not the whole risk position.
Conservation can protect and divide value
A conservation easement may protect the landscape that supports a property's value while limiting future use of the subject land. The operative result depends on the grant, amendments, reserved rights, homesites, development rights, baseline documentation and the exact parcels affected.
The county GIS extract names 378 features across six holders, but almost all recording fields in the snapshot are blank. That makes the map a high-value retrieval queue and a low-confidence substitute for the instrument.
Underwrite a development position, not potential
A defensible buildability opinion connects title, survey, zoning, overlays, prior approvals, physical investigations, utilities, access and the buyer's actual program. Each unresolved dependency should be visible in the acquisition model.
Optionality earns value when its path is documented. Until then, it is a hypothesis.
