102 Downing Street is a six-residence condominium under construction on a 40-by-60-foot corner lot at Downing Street and Putnam Avenue in Clinton Hill, a short walk from the Franklin Avenue C station. It replaces a two-story garage and carriage house that city records list at 28 Putnam Avenue; the sponsor entity carries that address in its name.

The offering plan, filed in May 2026, sets a total of $13,107,200, or about $2.18 million per home. Construction reporting gives about 9,456 square feet of residential space, an average of roughly 1,576 square feet per home, which puts the offering near $1,390 per gross residential square foot. Saleable area is lower than gross, so the price per sellable square foot will be higher once Schedule A is public.

Architecture and residences

Department of Buildings records show stabilization work on the old garage roof and walls in 2021, a full demolition permit issued in January 2024 and renewed in January 2025, and the new-building permit, described as "proposing 6 story residential new building," first issued January 8, 2025 and renewed in July 2026. Foundation, earthwork and structural permits followed in mid-2025, and a suspended scaffold permit for facade work issued in November 2025. No certificate of occupancy is on file as of October 2026.

Construction reporting puts the building at about 68 feet. The lot is zoned R7A with a commercial overlay and carries an environmental designation, which requires specific testing or remediation before occupancy. The records reviewed do not name the design architect, and no renderings, layouts or finishes have been published.

Offering and pricing

Per the offering plan filed with the New York State Attorney General (plan CD260192), the plan was submitted May 26, 2026 by 28 Putnam LLC as sponsor, for a new building with six residential units at a total offering price of $13,107,200. As of October 2026 the record shows no acceptance date, so the sponsor cannot yet sign binding contracts.

No asking prices have appeared in listing records.

PLUTO currently records the building with 10 residential units in an elevator-apartment class. The offering plan and the new-building reporting both say six, which is the figure used here. Confirm the count against the plan's Schedule A.

Compliance status
Below the individual-building threshold

This building is below the 25,000 sq ft threshold at which LL97 limits apply to a building on its own. It is still covered if it shares a tax lot or condominium board with buildings totaling over 50,000 sq ft; confirm on DOB’s covered-buildings list.

What to know if you’re buying

Wait for acceptance. Until the Attorney General accepts the plan, the sponsor cannot sign purchase contracts or take deposits or reservations, binding or non-binding; an interest list does not secure a unit. After acceptance, read the plan and every amendment before signing.

Delivery. The building is still under construction. Closings will follow a temporary certificate of occupancy. Ask the sponsor for a target date and what happens to deposits if it slips.

Environmental designation. Ask what testing and remediation the designation required and whether the city has signed it off.

Carrying costs and abatement. The plan's budget will set common charges and projected taxes. No tax abatement has been disclosed. Confirm in the plan.

Closing costs. In sponsor sales the buyer customarily pays the New York State transfer tax (0.4%) and the New York City real property transfer tax (1.425% above $500,000), plus the state mansion tax of 1% at $1 million and above. Use the calculators below.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
