211 North 5th Street was part of the first wave of Northside new construction. Its DOB filing came in December 2001, and its apartments closed in the winter of 2004–05. It is a six-story elevator building with ten apartments, on a block of mostly three- and four-story houses and walk-ups between Driggs Avenue and Roebling Street. The Bedford Avenue L station at North 7th Street is about two blocks away.
All ten apartments are about 1,160 to 1,490 square feet. There are no studios or small one-bedrooms, which is unusual for a building this size.
The tax position is simple. The building's 15-year 421-a exemption ended with the 2019/20 tax year. Owners have paid full taxes for six years, so the current tax bill is the real one. There is no step-up ahead.
Architecture and unit composition
The building. DOB records a six-story, 67-foot new building on a 5,000-square-foot site that combines two former tax lots, 32 and 33. The architect of record is Gene Kaufman. A separate 2002 application for a four-story building on lot 33 was approved but not built.
The residences. The unit designations and Department of Finance areas give the layout. There are three residences on the first floor: 1A (about 1,160 square feet), 1B (about 1,300) and 1C (about 1,490). Floors two through four each have two residences of about 1,280 to 1,295 square feet. At the top there is a single penthouse of about 1,295 square feet on the Department of Finance roll. Listing records describe private gardens for the first-floor residences and terraces for two upper residences; confirm any unit's outdoor space in the declaration.
Zoning. PLUTO now maps the block R6B, the contextual district mapped across much of the upland Northside in the 2005 rezoning. The 2001 filing was made under R6. A building filed today on this lot would face R6B's lower height limits.
Building operations
Taxes. The Department of Finance exemption file shows code 5113, "421A 15 YR NO CAP," on all ten residences, with a 2002 base year and a 2005/06 benefit start. The benefit ended after 2019/20, and every residence has been fully taxed since 2020/21. The residences are in tax class 2C. Their assessed values have risen each year since the exemption ended. Look at the unit's actual current bill and the trend over the last few rolls, not the building average.
Sponsor position. The sponsor has no remaining units. It sold all ten between December 2004 and February 2005 to separate buyers, per ACRIS, and the building has resold steadily since. It passes the for-sale test cleanly.
Management. Ten owners share one elevator, a roof deck and a small budget. Get the current budget, the reserve balance, any assessment history, the elevator contract and the roof and façade maintenance records from the managing agent.
Recent sales
211 North 5th Street trades as early-2000s Northside new construction, priced in dollars per square foot. Because the apartments are similar in size, the differences come from floor, outdoor space and condition. The garden units and the penthouse set the top of the building's range. ACRIS shows no deed recorded since January 2022, so price any new listing against current Northside comparables of similar age.
Indexed to 2025 as the last complete year, the older Northside condominiums near the Bedford Avenue L traded below the new waterfront towers.

What to know if you’re buying
The tax bill is final. The 421-a ended in 2020. Run True Monthly Carrying Cost on the current bill and allow for continued assessment increases.
Confirm the house rules directly. The offering plan copy on file cannot be read. Pet, leasing and alteration rules, and any right of first refusal, come from the declaration and by-laws. Get them from the managing agent.
Verify the outdoor space. Gardens and terraces are the main difference between units of the same size. Confirm in the declaration that the space is tied to the unit you are buying.
Ask about capital work. Ask the managing agent about the elevator, the roof membrane, façade inspections and any assessment under discussion.
