One Wharf Way is the second phase of Williamsburg Wharf, Naftali Group's 3.75-acre master plan on the East River between South 10th Street and Division Avenue. It is planned as two towers with about 363 condominiums, which the developer says will be among the tallest condominium buildings in Brooklyn. The developer has described it as the last remaining developable waterfront parcel in Williamsburg.
The financing is in place. In December 2025 Naftali Group and Access Industries closed a $525 million floating-rate construction loan from J.P. Morgan and GoldenTree Asset Management to fully fund the project, refinancing the acquisition loan. Substantial completion is targeted for 2028.
No prices have been published, and no offering plan appears on the public record. Until a plan is filed and accepted, the sponsor cannot sign contracts or take deposits.
What's planned
The developer describes two towers rising to about 415 and 460 feet, more than 17,000 square feet of amenities, more than 285 feet of East River frontage and views east and west across the river to Manhattan and Downtown Brooklyn. Published renderings by COOKFOX show a light facade with oversized windows and many balconies and terraces.
The Department of Buildings filing gives a different picture. The new-building application, filed by COOKFOX in January 2024 and permitted in December 2024, describes a single 39-story, 272-foot mixed-use building of about 611,000 square feet with 360 dwelling units, on a flood-zone lot with an environmental "little e" designation. Some listing records show 20 stories and 218 apartments. A height measured to the roof under zoning can be lower than an announced architectural height, but a 39-story single building and two towers of 415 and 460 feet are not easy to reconcile. A buyer should rely on the offering plan's description when it is filed.
The site is tax lot 150 on block 2134, carried in PLUTO as vacant land at 1 Division Avenue, owned by 470 Kent Ave Associates II LLC.
Phase one and the master plan
Phase one is three buildings at 480 Kent Avenue, 482 Kent Avenue and 11 Wharf Way, with 89 for-sale homes at One Williamsburg Wharf and more than 500 rentals. One Williamsburg Wharf was reported nearly 65% sold by mid-December 2025. When complete, the master plan is described as five residential towers of 22 to 36 stories and about 1.2 million square feet, organized around a public esplanade along the river.
The phase-one condominium declaration covers all three phase-one buildings, with each rental block held as a single unit. Whether phase two will be its own condominium or will join that structure has not been published. It matters for voting, shared costs and the esplanade's upkeep.

What to know if you’re buying
No plan yet. A sponsor may collect expressions of interest before acceptance, but not deposits. Prices, unit counts and the tower design can change before the plan is accepted.
Construction next door. Phase-one owners will live beside this construction through 2028, and phase-two buyers will close into a site with work still under way. Ask about the construction schedule, crane and staging locations, and the esplanade completion date.
Flood zone. The filing requires flood-zone compliance. Ask the plan for the design flood elevation, where mechanical equipment sits and what flood insurance the condominium carries.
Closing costs at this scale. Sponsor sales customarily shift the transfer taxes to the buyer, and the mansion tax applies from $1 million, at rates rising with price. Use the calculators below.
Abatements. No tax abatement has been disclosed. The plan's budget will show projected common charges and taxes.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
