Waterview Towers
Explore Waterview Towers at 400 North Flagler Drive, with direct Intracoastal frontage, marina surroundings and an explanation of its documented lease history.
The Roebling Research Desk · October 2026
Waterview Towers occupies a distinctive position at 400 North Flagler Drive, on the water side of the road beside Palm Harbor Marina. The established condominium places the Intracoastal and boating activity close to everyday life, with downtown West Palm Beach immediately inland. That combination makes it a useful comparison for buyers who want a close relationship to the waterfront.
Its ownership structure deserves attention alongside the location. Municipal records describe underlying leased interests associated with the condominium. Understanding the current lease package is a separate task from assessing the apartment's view, condition and amenities.

A waterfront apartment with a city backdrop
The building's position east of Flagler Drive gives it a different relationship to the water from addresses across the roadway. Published published residence materials describe east-to-west plans, with the main water outlook on one side and city-facing rooms on the other. A particular apartment's layout and subsequent renovations determine how that arrangement works in practice.
A viewing should include the main living room, bedrooms and both exposures. Consider where you would place a desk, whether visitors can use their rooms independently and how the kitchen connects with entertaining space. A beautifully renovated interior may have changed the original room arrangement, so review the current plan alongside the approvals for substantial work.
Marina surroundings add movement and detail to the outlook. Boats, lighting and waterfront activity may be part of the appeal; visit at the times you expect to use the home to understand the experience from the chosen floor. A high-level view photograph cannot convey the same relationship to the marina as a lower-floor terrace.
Shared amenities and marina surroundings
published residence descriptions identify a pool and sun deck, fitness facilities, tennis and pickleball, valet and an attended lobby. These amenities complement the waterfront setting and should be inspected in their current condition during a tour.
The marina is a separate part of the purchase inquiry. Proximity to a dock does not establish that a berth, membership or vessel accommodation accompanies the apartment. If a boating arrangement is offered, obtain its specific agreement, availability and transfer terms rather than treating the marina as a standard condominium inclusion.
The documented lease history
The City's November 2024 agenda describes its fee-simple ownership of property at 400 North Flagler and a consolidated lease interest that passed to unit owners when the property became a condominium. Its historical summary identifies several distinct steps:
- 1979: An amendment concerning the upland property and adjacent City-owned submerged land was recorded in Palm Beach County.
- 1981: A second amendment to that consolidated lease was signed.
- 2009: A separate lease for extended submerged marina premises was executed and recorded.
- 2024: Proposed ordinances addressed further lease amendments and a settlement-related extension.
These records explain why the residential and marina documents must be distinguished. The proposed extension in a meeting agenda does not establish the current executed term. This guide does not state a present expiration date or the outcome of later settlement conditions.
The distinctive purchase inquiry
Review the executed lease package with the title and condominium documents. Ask the closing team to identify the interest conveyed with the apartment, the amendments currently in effect and the obligations allocated to owners. Any summary of rent, escalation or extension rights should trace to the executed documents that apply to this property.
For a financed purchase, provide that package to the lender early enough for its review. For any purchase, compare the seller's description with the title materials and association responses. This work helps clarify the actual ownership package without confusing the City's land interests, the condominium's rights and a marina operator's separate arrangements.
