The Carlton is a mid-size condominium from the first new-development wave on the Fulton Street edge of Clinton Hill. It is a seven-story elevator building with 28 apartments. The sponsor sold them out in about 15 months, from January 2013 to March 2014. Its tax position is unusual for a building of its age and location: none of the unit lots carries an abatement. Most Brooklyn condominiums built around 2010 carried a 421-a exemption that has since run out or is phasing out. Owners here have paid full real estate taxes from the start, so there is no step-up coming.
That affects how the building compares with its neighbors. Across the street, 87 Irving Place is a newer building of similar size, and its tax position has to be checked separately. Elsewhere in Clinton Hill, several 2007–2009 condominiums finished burning off their 15-year exemptions in the last few years. For those buildings, a buyer has to check whether the recorded sale prices were set before or after the tax increase. At 82 Irving Place, every sale since the sponsor's first closing was made at full tax.
The site has a longer history than the building. A 2007 new-building application for a 20-unit, seven-story building on the same site, by a different owner and architect, was never built. The current building was filed in 2011, designed by Karl Fischer, and completed in 2013.
Architecture and unit composition
The building sits on a 7,325-square-foot interior lot in an R7A contextual district, built to about 21,700 square feet. It was assembled from three tax lots, 80 through 84 Irving Place, which ACRIS records as vacant land before construction.
The residences. Twenty-eight apartments are spread across seven floors: two on the first floor, three on the second, five on each of floors three through six (lines A through E), and three on the seventh. The Department of Finance roll records areas from about 555 to 1,270 square feet. The five-line floors repeat the same plan, so each line keeps the same size from the third floor to the sixth. The two first-floor units and two of the three seventh-floor units are the largest in the building. Bedroom counts and outdoor space are not documented in the public record. Confirm them on the floor plan for any specific unit.
Elevator building. The Department of Finance classes every unit as a condominium apartment in an elevator building. That sets it apart from the walk-up condominiums and row-house co-ops that make up most of the surrounding housing.
Building operations
Tax position. No exemption or abatement appears on any of the 28 unit lots on any Department of Finance roll we checked, from 2013/14 through the current 2026/27 roll. The 2019/20 roll is the only year not covered by the city's open data. The documents we reviewed do not say why the building did not obtain a 421-a benefit. For a buyer, what matters is that the current tax bill is already the full bill, apart from any individual owner-occupant co-op/condo abatement a particular owner may receive. When comparing the carrying cost with a neighbor that still has its exemption, use each building's fully taxed figure.
Certificate of occupancy. DOB issued temporary certificates in January, March and May 2013 and the final certificate of occupancy on June 25, 2013, for 28 dwelling units.
Sponsor position. The sponsor closed all 28 apartments between January 2013 and March 2014. No sponsor-held apartments remain. Several units were bought by entities, not individuals. That is common in a condominium and does not suggest a rental block. Each unit is separately owned, and resales have come steadily since 2015.
Reserves and budget. We did not find a budget, financial statements or house rules on file. Ask the managing agent for the current budget, the reserve balance, any open or planned assessment, and the elevator service contract and inspection history. Those are the main capital items in a building of this size and age.
Recent sales
82 Irving Place trades as second-generation Clinton Hill condominium product, priced in dollars per square foot. Floor, line and exposure drive the differences between sales. Because the lines repeat from the third floor to the sixth, a sale on the same line one floor up or down is the cleanest comparison available. With 28 apartments, the building produces a few resales in an active year.
Price it against Clinton Hill and Fort Greene condominiums rather than the area's co-op stock, which is priced per room and comes with a board. Among condominiums, the tax adjustment described above is what matters most. Indexed to 2025, the last complete year, a fully taxed building should price below an otherwise similar building that still has an exemption. The gap should narrow as those neighbors' exemptions expire.

What to know if you’re buying
The tax bill you see is the tax bill. No abatement is phasing out. That makes underwriting easier. It also means another building's lower current bill is not a like-for-like comparison unless its exemption is permanent.
Compare the same line. Floors three through six repeat the same five lines. A recent sale on your line is the best evidence of value.
Ask for current financials. We found no budget or statements on file. Request the budget, the reserve balance and the elevator records.
Confirm the condominium's rules. Leasing, pet and resale provisions are not documented in public records. Get the declaration, by-laws and current house rules from the managing agent before contract.
What to know if you’re selling
Present full taxes as an advantage. Buyers comparing an abated building will see a lower current bill there. Show them when that building's bill steps up and that yours will not.
Correct the listing data. PLUTO's eight floors and 2011 year built are wrong. The building is seven stories and was completed in 2013.
Have the documents ready. The budget, reserve statement and recent minutes are what a buyer's attorney will ask for first.
