The Parisa places seventeen condominium homes in a three-story development at the corner of Tenth Avenue and 18th Street. Its residential lots carry Class 1A tax treatment, an unusual feature for an association of this size. The development also incorporates thirteen separately identified parking interests, giving ownership here a second component beyond the apartment itself.
RNS Holdings developed the property through 10th Ave Development LLC. Published construction reporting identifies Paul Lombardi of Design Studio Associates as architect of record. The condominium filing was accepted in January 2024 and became effective that April. The Attorney General's July 2025 filing summary records a permanent certificate of occupancy.
Architecture and unit composition
The building has a low-rise form with a cellar and rear yard. Its residences include single-level two-bedroom apartments, larger first-floor duplexes and upper-floor penthouse layouts. The duplexes extend to roughly 1,900 square feet, while many single-level homes are approximately 1,000 to 1,200 square feet. Their bedroom counts can be similar even though their total area and internal circulation differ considerably.
The larger duplexes divide living space across two levels with internal stairs. Upper homes have roof terraces, and other outdoor areas include gardens and balconies. Central air conditioning and in-unit laundry are features of the development. The building is a walk-up, so access to upper apartments and their outdoor areas includes stairs.
Building operations
Parking is separately deeded, and storage is also available. Apartment purchases can therefore include interests beyond the residential unit; the deed and condominium schedules determine which parking or storage spaces transfer with a particular home.
The seventeen residential lots and thirteen parking lots occupy different tax classes. The residential assessment-growth cap does not extend to the Class 4 parking interests. A purchase that includes parking therefore combines two kinds of separately assessed property within the condominium.
