216 Ross Street is a one-story, 2,300-square-foot retail building from 1950, per PLUTO, on an irregular corner lot with about 77 feet of frontage in an R6 district. The sponsor is building five stories on top of it to create a six-story, 64-foot building with four homes above two commercial units.
The offering plan was submitted to the Attorney General on March 9, 2026 and has not been accepted. Its $10,682,000 total covers the four residences, the two commercial units and a storage unit together, and the record does not split it. Divided across the four homes alone it gives about $2.67 million each, an upper bound on the residential average, because part of the total belongs to the commercial space.
Architecture and residences
Nikolai Katz Architect filed the job (B01112587) in October 2024 as an alteration requiring a new certificate of occupancy, keeping elements of the existing building. The filing proposes a vertical enlargement of the one-story, 10-foot building to six stories and 64 feet, with four dwelling units. Plans were approved in February 2025 and the main permit issued October 22, 2025. Separate permits cover underpinning, foundations, structural steel, partial demolition, mechanical, plumbing and sprinkler work. The mechanical filing was signed off October 27, 2026, and a plumbing and sprinkler amendment was approved October 13, 2026. Sidewalk shed, scaffold and roof-protection permits were issued in 2025 and signed off in 2026. The main job still showed "Permit Entire" status, not sign-off, as of October 30, 2026.
PLUTO still describes the lot as a one-story retail building with no residential units; it will update after the new certificate of occupancy. Unit mix, sizes, finishes and outdoor space have not been published.

What to know if you’re buying
Before the plan is accepted. Until the Attorney General accepts the plan, the sponsor cannot sign purchase contracts or take deposits or reservations, binding or non-binding; an interest list does not secure a unit. Prices and unit counts in the filed plan can move through amendments.
Mixed-use condominium. Two commercial units share the building. Read how the declaration allocates common charges, insurance and roof and facade costs between residential and commercial owners, and what uses the commercial units allow.
Deposit and contract. New-development contracts typically require a deposit of 10% at signing, held in escrow. The plan and contract package state this building's terms.
Closing costs. In sponsor sales the buyer customarily pays the New York State transfer tax (0.4%) and the New York City real property transfer tax (1.425% above $500,000), plus the state mansion tax, 1% at $1 million and 1.25% at $2 million. Use the calculators below to run your price.
Construction stage. The building is under construction on a permit issued in October 2025. Closings follow a temporary certificate of occupancy; ask for the schedule.
Carrying costs and abatement. The plan's budget will project common charges and taxes. No tax abatement has been disclosed.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
