249 Withers Street is a four-residence condominium on a standard 25-by-100-foot lot in East Williamsburg. A two-family house stood here until the site sold on October 28, 2021, for $1,725,000, per Department of Finance records. The new-building application followed in March 2022.
The plan's total offering price of $6,955,750 averages about $1,739,000 per residence. As of October 2026 the plan had been with the Attorney General for 13 months without acceptance. Prices and terms can change by amendment before acceptance, so treat the submitted total as a starting point.
Architecture and residences
Bowerbird Architect filed the new building on March 31, 2022. It describes a four-story residential building with a cellar and a mezzanine, 50 feet tall, with four dwelling units and about 6,270 to 6,340 square feet of construction floor area. The Department of Buildings approved the plans in June 2023. Permits for mechanical work, foundations and the main building issued between May and June 2024. The support-of-excavation filing calls for soldier piles, wood lagging and bracing to hold the soil at the neighboring lots.
Four homes in roughly 6,300 square feet of construction area means floor-through or duplex layouts of about 1,400 to 1,600 square feet each, before common areas. That is our estimate from the filing, not a published unit plan. No floor plans have been published.
As of October 2026 the job's general construction permit is active. A sprinkler filing submitted in February 2026 had open objections, and no certificate of occupancy was found. PLUTO lists the lot with a 2025 year built, but that tax record shows the planned building, not a finished one.
Offering and pricing
Per the offering plan filed with the New York State Attorney General (plan CD250297), the sponsor, 249 Withers LLC, submitted the plan on September 9, 2025, as a new-construction condominium of four residential units with a total offering price of $6,955,750. The record shows no acceptance date. The Attorney General's online record returned no data in October 2026, so these figures come from the Attorney General's plan database extract, and any amendments were not reviewed. No asking prices were found in listing records reviewed in October 2026.
Until the Attorney General accepts the plan, the sponsor cannot sign purchase contracts or take deposits or reservations, binding or non-binding; an interest list does not secure a unit.
Against about 6,270 square feet of construction area, the total offering price works out to roughly $1,110 per gross square foot. That is our arithmetic. Gross area includes the cellar, mezzanine and common areas, so the asks per sellable square foot will be higher.
Local Law 97
This building is below the 25,000 sq ft threshold at which LL97 limits apply to a building on its own. It is still covered if it shares a tax lot or condominium board with buildings totaling over 50,000 sq ft; confirm on DOB’s covered-buildings list.

What to know if you’re buying
Nothing can be bought yet. Once the plan is accepted, compare the price list with recorded sponsor sales at nearby four- and five-unit buildings, not with the larger condominiums on the block.
Cellar and mezzanine space. Ask how the cellar is assigned. Cellar space attached to a lower unit is often not legal living space, and it should be priced as storage or recreation space, not bedrooms.
Closing costs. In sponsor sales the buyer customarily pays the New York State transfer tax (0.4%) and the New York City real property transfer tax (1.425% above $500,000), plus the state mansion tax of 1% at $1 million and above. Use the calculators below to run your price.
Carrying costs and abatement. The plan's budget will set common charges and projected taxes. No abatement has been disclosed.
Sponsor control. With four units, one or two unsold homes can keep the sponsor in control of the board. Read the by-laws.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
