43 Skillman Street is the middle building in a three-building condominium development containing forty-eight apartments. Sixteen residences occupy this six-story entrance. DOB's new-building application names Leonid Krupnik as the registered architect; the permit was issued in November 2012 and signed off in October 2013.
The development replaced an industrial uniform-cleaning site. Its construction included a regulated environmental remedy, leaving continuing obligations for the condominium alongside the ordinary maintenance of three residential buildings.
Architecture and unit composition
The development contains three-, four- and five-bedroom layouts. Partial basements incorporate building utilities, residential space and parking. The apartments sit above a remediation system that includes a vapor barrier and subslab depressurization beneath occupied basement areas.
Recorded transfers at this entrance include homes measuring approximately 1,140 and 1,565 square feet. The building has elevator access.
Building operations
The forty-eight residential lots belong to one condominium. DOF also identifies twenty-four lots in commercial tax class 4. Parking occupies basement space across the project. The largest residential owner holds three apartments, approximately 6% of the total.
The 421-a exemption is active on the 2027 assessment roll. Its fifteen-year capped program began in 2015. Residential and commercial-class lots have different tax classifications, so an apartment and any separately owned nonresidential interest do not necessarily receive identical treatment.

Sales sourced from NYC Department of Finance recorded transfers (BBL 3-01886-7506) and verified listing data. Apartment-level facts (line, condition, asking-price context) curated and cross-verified by The Roebling Team research desk. Not all transactions cross-verify with ACRIS records — sponsor and LLC purchases sometimes record at stipulated values rather than market price; square footage from recorded condo declarations and offering plans.

What to know if you’re buying
Environmental systems are part of the building's ongoing operation. The state-approved site management framework requires maintenance and certification of the remedy's controls. Roof-mounted fans serve the subslab system, and the concrete cover and vapor barrier are protective components. Ground disturbance is subject to the site management plan, and vegetable gardening is prohibited. These restrictions apply to the remediated property and are consequential for work involving basement floors or the ground beneath the buildings.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
