Luce is a low-rise condominium development whose brick exterior follows the townhouse scale of Conselyea Street. Robert Scarano Jr.'s new-building filing dates to 2003, and the Department of Buildings signed off construction in 2007 (2005 in some published accounts). The apartment program uses duplexes and private outdoor space to create variation within four above-grade floors.
Construction reporting in 2006 described work continuing across the 59–63 Conselyea Street development. The condominium at 59 has eight dwelling units and four additional lots held by the association, together forming its own tax lot group. The location is close to the Lorimer Street and Metropolitan Avenue subway interchange, with the building itself on the side street.
Architecture and unit composition
The mix includes one- and two-bedroom layouts, several with additional accommodation on a second interior level. Larger homes have two bathrooms, and garden duplexes connect the interior to private backyards. Other residences have balconies.
Apartment areas vary with the configuration and treatment of the second level. The larger two-bedroom homes measure roughly 1,000 to 1,130 square feet, while smaller lofted or duplex layouts use more compact primary floor plates. A duplex's combined square footage isn't a legal bedroom count; check the certificate of occupancy.
Central air conditioning and in-home washer/dryers are recurring features. The exterior combines brickwork with larger contemporary openings. Its low-rise form keeps the development within the prevailing scale of the street while allowing different interior ceiling heights and multilevel plans.
Building operations
The condominium's twelve tax lots — eight dwelling units and four additional lots — are all assessed in Class 2. The four additional lots are held by the condominium association itself, not by an outside owner.
The fifteen-year 421-a benefit began in 2009 and last appeared on the 2024 roll. Current taxes therefore reflect a different carrying-cost position from the early sponsor and resale years. “No cap” is the designation of the former exemption program; it does not provide a continuing assessment-growth protection after the benefit ends.
The building is a walk-up, with outdoor areas attached to individual homes. Gardens and balconies occupy different parts of the envelope, and access is tied to the relevant apartment.
