632 Metropolitan Avenue is a six-story building on a 25-by-100-foot lot in East Williamsburg, roughly midway between the Lorimer Street and Graham Avenue L stations. It has been in the Department of Buildings system since 2017, when permits were filed for ten units averaging about 860 square feet, which published construction reporting at the time called rental-sized. The sponsor has since filed a condominium plan for eight homes and one commercial unit at a combined $13.6 million.

That change is the point to watch. The plan, the permit and the city's tax-lot data do not yet agree on the unit count, and the plan has not been accepted. Until it is, the sponsor cannot sell.

Architecture and residences

The new-building application was pre-filed in September 2017 and approved in November 2018. It describes a six-story, 65-foot residential building with about 8,586 square feet of zoning floor area, 12,451 square feet of total construction area and ten dwelling units, in an R7A zoning district. PLUTO also maps a C2-4 commercial overlay on the lot, which allows ground-floor retail and fits the plan's one commercial unit. The application sat for years: the permit for the entire job was not issued until August 6, 2025. In between, the site's two-story frame house came down under an emergency demolition in August 2023.

Construction filings from September through December 2025 cover plumbing, sprinklers, a sidewalk shed and pipe scaffolding for the new building, and still cite ten to twelve dwelling units. PLUTO now lists a 2025 building of six floors and about 10,575 square feet with ten residential units. The Attorney General's record lists eight residential units and one commercial unit. If the sponsor combined units or set aside a ground-floor space as commercial, the amended building plans should show it; ask.

At $13,605,000 for nine units, the plan averages about $1.51 million per unit. Spread across the 8,586 square feet of zoning floor area, the plan prices at roughly $1,585 per square foot (our arithmetic, including the commercial unit). No finishes, amenities, interior designer or residence sizes have been published.

Offering and pricing

Per the offering plan filed with the New York State Attorney General (plan CD250371), the plan was submitted November 4, 2025 at a total offering price of $13,605,000, with HLP Mazza 632 Metropolitan, L.P. as sponsor. The record lists eight residential units and one commercial unit, nine in all, as a new-construction condominium. There are no amendments, and the plan has not been accepted as of October 2026.

Until the Attorney General accepts the plan, the sponsor cannot sign purchase contracts or take deposits or reservations, binding or non-binding; an interest list does not secure a unit. No asking prices have been published.

What to know if you’re buying

Confirm the unit count. Eight homes in the plan, ten in the permit and PLUTO. The accepted plan's Schedule A will settle it.

The commercial unit. Ask what it is, who controls it after sponsor sell-out, and what share of common charges it carries.

Environmental designation. PLUTO records an E-designation (E-232) on the lot, an environmental requirement the city attaches to some rezoned sites. The Department of Buildings will not issue a certificate of occupancy until the Mayor's Office of Environmental Remediation signs off. Ask for that sign-off.

Deposits and contract. Once the plan is accepted, new-development contracts typically require a deposit of 10%, held in escrow. Read the plan's terms on delays and on the sponsor's right to change the plans.

Closing costs. In sponsor sales the buyer customarily pays the New York State transfer tax (0.4%) and the New York City real property transfer tax (1.425% above $500,000), plus the state mansion tax of 1% at $1 million and above. Use the calculators below.

Carrying costs and abatement. No tax abatement has been disclosed. The plan's budget will set common charges and projected taxes.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
