170 Java Street is a four-story, six-unit new building on a 25-by-100-foot lot in Greenpoint. The sponsor submitted a condominium offering plan to the Attorney General on October 18, 2023, at a total of $7,343,000, or about $1.22 million per home.

Three years later the plan has still not been accepted. The database shows no acceptance, no amendments and no withdrawal. The other small Brooklyn plans reviewed alongside it moved from submission to acceptance in four to eight months. A gap this long can mean the review stalled or the sponsor changed course; the public record does not say which. Until the plan is accepted or withdrawn, the building's status as a for-sale condominium is unresolved.

Architecture and residences

Barak Pliskin, RA, filed the new building with the Department of Buildings in June 2021. The filing describes a four-story building, 47 feet tall, with six dwelling units and about 7,300 square feet of construction floor area. The plans were approved in November 2021 and the first permit issued in February 2022. PLUTO now records a 2023 building with six residential units and about 5,700 square feet of residential area, or about 950 square feet a home on average. The tax record runs ahead of the job: as of October 2026 the new-building permit is still open, the job has not been signed off, and no certificate of occupancy, temporary or final, appears in Department of Buildings records. No rental listing for the building was found, and the city's housing-code records show no tenant complaints.

The same architect of record filed the enlargement at 54 Dupont Street, a six-residence Greenpoint condominium. One building record describes 170 Java Street as having four apartments, a rooftop terrace and balconies; the four-unit figure conflicts with the plan, the Department of Buildings filing and PLUTO, which all give six.

Offering and pricing

Per the offering plan filed with the New York State Attorney General (plan CD230290), the sponsor, 170 Java Street Owner LLC, submitted the plan on October 18, 2023 with a total offering price of $7,343,000 for six residential units. The database shows no acceptance date, no amendments and no units sold.

No asking prices have been published. Until the Attorney General accepts the plan, the sponsor cannot sign purchase contracts or take deposits or reservations, binding or non-binding; an interest list does not secure a unit.

What to know if you’re buying

A stalled plan. Ask the sponsor whether the plan is still under review and when it expects a certificate of occupancy. The new-building permit was first issued in February 2022 and the job is still open more than four years later.

Pricing will change. Any plan accepted now would carry prices set in 2023. Expect an amendment before a launch.

Closing costs. In sponsor sales the buyer customarily pays the New York State transfer tax (0.4%) and the New York City real property transfer tax (1.425% above $500,000), plus the state mansion tax of 1% at $1 million and above. Use the calculators below to run your price.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
