28 Skillman Street is a seven-story building of six condominium residences on the block of Skillman Street between Flushing and Park Avenues. The sponsor submitted its offering plan to the New York State Attorney General on February 20, 2026 at a total offering price of $20.93 million. That is about $3.49 million per residence on average, high for Bedford-Stuyvesant new construction and a sign that these are large homes.

The floor area supports that reading. The Department of Buildings filing gives about 18,900 square feet of construction floor area for six dwelling units, and PLUTO records 16,052 square feet of residential area. Divided six ways, that is roughly 2,700 square feet of building area per home before common space, about twice the size of a typical new-construction two-bedroom in the neighborhood.

The building is one half of a paired project. The same sponsor entity, Lot 15 LLC, submitted a separate 32-residence plan for 41 & 49 Franklin Avenue on the same day, and the Department of Buildings carries the foundation, excavation and underpinning work for both buildings, plus a third filing at 32 Skillman Street, under joint applications. The two offerings are separate condominiums with separate plans.

Architecture and residences

The new-building filing (job B00704929) was first filed in March 2022 by Daniel Condatore, RA, and describes a seven-story residential building of 79 feet with six dwelling units. The general construction permit issued in October 2025. Structural, sprinkler, plumbing and mechanical filings followed through 2025 and 2026, and a temporary sidewalk shed was refiled in September 2026, so the building was still under construction in the fall of 2026.

PLUTO places the building on a 35-by-100-foot lot of 3,500 square feet in an M1-2/R6A mixed-use district (special district MX-4) carrying an environmental E-designation. PLUTO already records a 2025 year built, six residential units and building class D1, which reflects the city's assessment cycle rather than completion.

Unit mix, unit sizes, finishes and outdoor space are not yet published, and no marketing materials, renderings or listings had appeared by October 2026. One published permit report from June 2025 described the project with about 35,200 square feet of residential space and a 4,600-square-foot commercial component. Neither figure appears in the Department of Buildings filing or the offering plan record, which lists no commercial units, so treat that report as unreliable.

Offering and pricing

Per the offering plan filed with the New York State Attorney General (plan CD260065), the plan was submitted February 20, 2026 as a new-construction condominium of six residential units, with Lot 15 LLC as sponsor, at a total offering price of $20,926,648.48. The record shows no acceptance date, no amendments and no units sold. No asking prices are published for individual residences.

What to know if you’re buying

What pre-launch means. A sponsor cannot sign binding purchase contracts until the Attorney General accepts the plan for filing, and cannot close until the plan is declared effective. Pricing circulated before acceptance is indicative.

The companion building. Read the declaration for any shared elements with 41 Franklin Avenue, such as a common foundation, shared mechanical systems or easements, and how costs between the two condominiums are split.

Deposit and contract. Sponsor contracts typically require a deposit of 10 percent or more at signing, held in escrow, with the balance at closing. The plan sets this building's terms.

Transfer taxes and the mansion tax. In sponsor sales the buyer customarily pays the New York State and New York City transfer taxes. At an average price near $3.5 million, the state mansion tax runs at the 1.5 percent tier ($3 million to $5 million) and the state transfer tax rises to 0.65 percent. Use the calculators below to run your price.

Temporary certificate of occupancy. New York sponsors commonly close on a temporary certificate of occupancy, renewed until a permanent one issues. Ask what the sponsor has escrowed for open items.

Common charges, taxes and the board. The plan's budget will project first-year common charges and real estate taxes, and the sponsor controls the board until owners take control on the plan's schedule.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
