This is a 12-residence condominium planned for the southwest edge of Prospect Park in Windsor Terrace. The Attorney General plan was submitted in August 2026, which puts the building in the pre-launch stage: the permit is in place, the plan is under review and no sales program has been announced. Published construction reporting places the lot three blocks from the 15th Street-Prospect Park station (F and G trains).
At 12 units and seven stories, it falls well below the scale of the larger Windsor Terrace condominium projects now selling nearby. Buyers comparing it with those will be weighing a small plan with a single sponsor entity against buildings with full amenity programs.
What's planned
DOB filings call for a seven-story, 70-foot building with 12 dwelling units and 17,028 square feet of construction floor area. Published construction reporting describes a steel-framed structure with a 54-foot rear yard, 12 open parking spaces and six enclosed parking spaces, and calculates an average residence of about 1,214 square feet. The Attorney General plan lists 12 residential units, no commercial, parking or storage units, and no regulated units.
No renderings, unit mix, finishes, amenity list or interior designer had been published as of October 2026. Confirm the unit mix, sizes, outdoor space and whether parking is offered in the plan once it is filed publicly.
Timeline and filings
- 2020–2021: DOB filings under a different owner entity proposed a six-story, nine-unit scheme for the address. Those filings were superseded.
- February 29, 2024: new-building job B01010464 filed with DOB for seven stories, 70 feet and 12 dwelling units. Published construction reporting covered the filing on March 2, 2024 and described the lot as vacant, with no demolition expected.
- 2025–2026: supplemental DOB filings on the job moved to permit status; the initial new-building filing shows "Permit Entire" (permit issued for all work) as of August 31, 2026.
- April 26 and September 25, 2026: post-approval amendments approved by DOB. A further amendment filed September 16, 2026 was in plan-examiner review.
- August 4, 2026: condominium offering plan CD260277 submitted to the Attorney General.
Offering and pricing
The offering plan filed with the New York State Attorney General shows an initial and current total offering price of $21,900,000 for 12 residential units, submitted August 4, 2026, with no amendments. The total offering price is the sum of the sponsor's prices for all units if every one sold at plan price. Divided by 12 it averages about $1.83 million per residence; the plan's schedule of individual unit prices will set the actual range. The plan has not been accepted, and no units are under contract. No sales launch or asking prices had been published as of October 2026.

What to know if you’re buying
Reservations are non-binding. Any reservation taken before the Attorney General accepts the plan creates no obligation on either side. Contracts can be signed only after acceptance.
Deposits. Sponsor contracts typically require 10 to 20 percent at signing, held in escrow, with the balance due at closing. The plan sets this building's schedule and the sponsor's cancellation rights.
Transfer taxes and the mansion tax. In sponsor sales the buyer customarily pays the New York State and New York City transfer taxes and the sponsor's closing-cost items. The state mansion tax of 1 percent applies at $1 million and above, with higher rates at higher prices. At an average near $1.8 million, most residences here will cross the $1 million line.
Closing on a temporary certificate of occupancy. Buyers in new condominiums typically close on a temporary certificate of occupancy before the permanent one issues. Lenders and title companies will ask to see it.
Budget, common charges and abatement. The plan's first-year budget sets projected common charges and real estate taxes, and its tax disclosure states whether any abatement attaches to the units and for how long. Confirm both in the plan once filed.
Building-specific points. The plan lists no regulated or affordable units. With a single 12-unit sponsor entity, check the sponsor's retained units and the schedule for transferring board control to owners.

How to read the facts on this page. Items attributed to an offering plan describe the building as it was offered at that filing — unit mix, square footage, the amenity program as planned. They are not a statement about how the building operates today. Tax and compliance figures are sourced separately to current City records and carry their own dates. House rules, staffing and fee policy can change by board resolution without any public filing: treat every policy line here as a starting point for diligence and confirm it with the managing agent. Where this page compares one building or neighborhood to another, that is our analysis of the recorded record — it names the measure, the period and the sample it rests on, and it is an observation about medians rather than a prediction about any particular apartment.
